The Turkish side didn't give up on their pursuit of the Belgian ace and ended up sending in another offer, this time to sign him permanently.
According to STV journalist Raman Bhardwaj on 3 September, the Super Lig club followed up with another bid for Raskin, but that has also been rejected.
Besiktas have been unable to match the midfielder's valuation at Ibrox.
The transfer window in Turkiye is open almost a day longer than in Scotland and it remains to be seen whether the Istanbul team will make any further offers.
For now, the Govan side are preparing to announce the signings of Kelsy and Bouanani.

Rangers should be shutting the door on any talk of Raskin's sale this transfer window.
The Belgium international is one of the few players still left from last season's squad.
While this summer felt like the right time to cash in on the midfielder, it should've been done weeks ago.
With Thelo Aasgaard leaving the Light Blues, Raskin is arguably the only central midfielder with a creative bone in him.
Keeping the Belgian star at the club at least until January makes a lot of sense.
