The winger spent the 2024-25 campaign on loan at the Light Blues from VfL Wolfsburg and was the second-highest goalscorer behind Cyriel Dessers.
Cerny is now once again wanted at Ibrox as Derek McInnes looks for more quality out wide.
During the Cezchia attacker's time at the Glaswegian outfit, he became a key player, but they decided against making his loan move permanent.
The 28-year-old is now spending his time in Turkiye with Besiktas and it looks like the Govan side may have been left to regret their decision.
What Rangers must now admit about recruitment strategy
While Cerny is a concrete target at Ibrox, the Gers could face issues with the financial demands to sign him.
Former Scotland international Kevin Kyle, who played for the Bears between 2012 and 2013, doesn't think the Czechia winger is worth it.
The ex-striker wonders whether Cerny actually did enough during his loan spell at Ibrox to warrant a permanent move now.
However, when Kyle was told Barry Ferguson wanted to sign the forward last summer, he instantly changed his mind about a potential deal.
It epitomises how the Glaswegian outfit must be feeling now and suggests a clear failure of the American owners' recruitment strategy since taking over.
Speaking on the Go Radio Football Show on 20 August, Kyle said, "Did [Cerny] do that well that they were absolutely wowed by him and are desperate? I'm not convinced that that's the case."
Paul Cooney replied, "I think Ferguson wanted to sign him last summer when he was available."
Kyle then responded, "I'll trust Barry's judgement over mine."
Would Vaclav Cerny get back into Ibrox starting lineup?
Rangers have signed Daisuke Yokota and are pursuing other targets to bolster the wide areas.
The former Hannover 96 winger has been immediately thrown into the deep end by McInnes and he has done well so far.
With the 26-year-old Japanese forward the only left-footed winger at the Gers right now, Cerny's addition would certainly be welcomed.
While Yokota has impressed many, the Czechia international's goalscoring pedigree could surely see him get back into the Glaswegian outfit's starting lineup.
With the Govan side apparently realising their mistake with Cerny, his situation will be one to watch.
