The outlet says that Rangers launched a £3.8million bid to Partizan earlier this week.
However, the Serbian side are requesting that the Gers agree to another £1m in add-ons to get a deal done, with negotiations between the two parties ongoing.

Dragojevic is not the only central midfielder on Rangers' radar this summer.
The Gers have been linked with a move for Scotland international Lewis Ferguson, who is currently with Bologna in Serie A.
Ferguson has been away at the World Cup with Scotland, but their group-stage exit means attention might turn back to his club future.
The Record says that any deal for Dragojevic will not impact Rangers' move for Ferguson, after talks were held with Bologna last week.
Rangers have been keen to add more battle-hardened Scottish Premiership talent, with Shankand and McCrorie helping in that regard.
Adding a player with the talent of Ferguson, son of former Rangers player Derek Ferguson, would also represent a coup for the Gers.
