The deal to sign the 27-year-old has looked imminent for some time now, with the defender expected in Glasgow last week, but it hasn't happened for one reason or another.
Daily Record journalist Keith Jackson has reported that the left-back looked to be on his way to Ibrox, but something has been holding up the transfer.
The Glaswegian outfit have been working on a deal for some time now and it remains to be seen whether they can come to an agreement sooner rather than later.
Speaking on Hotline Live on 11 August, Jackson said: "I believe that there was an expectation that Penrice would be catching a plane today at some point to come to Glasgow.
"That was certainly what sources were telling us in Athens. And I think some people at Rangers were thinking it was getting very close. There was then some conflicting information this afternoon, not that long ago, suggesting again that there had been some sort of breakdown in that deal.
"This is a deal Rangers have been negotiating for some time. I think there was an expectation that Penrice would be in Scotland last week."
Where double injury blow leaves Derek McInnes
Rommens and Youssef Chermiti are both set to be sidelined for some time, with the latter's prospects not looking great after picking up an ACL injury.
The former Westerlo full-back is starting to build a reputation for being injury-prone after facing similar struggles last season.
McInnes already has to deal with fitness concerns around Dujon Sterling and must now also worry about the left-back position.
The Scottish manager would surely have had plans to build his attack around Lawrence Shankland and Chermiti, but that has now gone out the door for the foreseeable future.
