The Australia international left Hearts after the expiration of his contract and was free to sign for any club, with the Gers officially announcing his arrival.
In the 2025-26 campaign, the 28-year-old midfielder was a pivotal player for the Scottish manager's success at Tynecastle Park and that partnership will be reignited at the Light Blues.

Devlin has spent the last five seasons in Scotland with Hearts, getting used to the style and intensity of football.
The midfielder arguably experienced the highest of highs and lowest of lows when the Jambos were almost close to clinching the league title after leading the table for 250 days.
Devlin has joined McInnes and Lawrence Shankland at Ibrox and may not need much time to settle into his new environment, considering he's familiar with the manager's tactics and has his former captain alongside him.
With the Australia international coming in on a free transfer, it's certainly a decent deal for the Glaswegian outfit.
Speaking on Clyde 1 Superscoreboard on 10 July, Keevins said, "You can't get any better than a free transfer. Devlin has been at Tynecastle for five seasons. He has done exceptionally well. Outstanding for Hearts last season. So to rejoin his manager and captain at Ibrox would be a real coup for Rangers. And as I say, a bargain. He and McInnes will fit like hand in glove."

Rangers played a 4-4-1-1 formation during the recent friendlies against Raith Rovers and Dunfermline Athletic.
McInnes used a similar system during his time at Hearts, with Devlin partnering Beni Baningime in the double pivot.
While the Australian midfielder is capable of playing as the lone number six, anchoring the defence, the Scottish manager used his energy to make him hunt down opposition players and force turnovers.
McInnes will likely make good use of Devlin's tenacity and aggression in the Govan side's engine room, something fans in G51 felt was lacking under Danny Rohl.
