Dowell has struggled to make an impact at Ibrox since signing for free from Norwich City in 2023, and it would make sense for him to leave the Gers next summer.
With Andrew Cavenagh and 49ers Enterprises set to complete their takeover at the Light Blues, a sea of changes could potentially be seen soon, with the English midfielder possibly one of the first players out the door.
