Rangers have issued a second bid for Morgan Whittaker which has also been turned down by Plymouth Argyle, according to Football Scotland.

The news outlet reported on 31 July that after seeing the initial offer rejected, Gers back in with another one which was also not accepted. [Daily Record, 19 July]

It's understood that the EFL Championship side want closer to £10million for the 23-year-old English attacker.
